Yes, being a juntra myself, you can randomly get a event where you have to pick one of the 3 military leaders to listen too, one gives you troops+training, the other levels up your airforce, and the third gets you chemical weapons progress. With no chance of failure. Its pretty sweet.

I don't think it is intentional, other government types are suppose to have said events I would think...maybe there is a penalty for switching government types such as fewer good events or something?

I've had the same government type since I've started, and I have yet to get ANY kind of random event. The only random events I'm aware of are the earthquake and military junta events.

Anyway, it looks like the troublemaker from the AU doesn't want to step down. We should be prepared to maul him if the need comes to collect the reparations through war.

If you want to change governments, use martial law/political imprisonment or free elections. I started as a dictatorship, went over to liberal democracy (which gives more stability, useful for alternating martial law/elections to increase growth while getting troops). I think I'll go over to junta though, those bonuses look pretty sweet.
