Not a huge target.  You have 38k elite WW2 surplus troops.  I wouldn't invade it if I could.

There is never a shortage of oil in this game (even, as far as I can tell, during UN sanctions)- you can just buy it on the market, always, and there isn't seemingly any commission taken.
