If you want an insight into bloc politics just lurk the IRC for a few days.
How many people are even definitely active? Since only active players could leave and join the comintern, I think that's important to know if you're considering it. Does the Comintern even know that the UBA is based on another website? It seems strange to want to absorb a bunch of people who know each other and communicate outside the game into an alliance which doesn't have that.

In all actuality, it's extremely smart given their position. It may be strange, but they have virtually no African alliance members, so if you absorb a whole community into the area that you are missing strength in, and almost none of that community is in areas you are already strong, chances are they are going to help each other and be able to communicate more effectively on that front with each other (where it counts) and keep each other safe. On the other hand, said group will never "truly" be included in everything... especially considering they are so far from everyone else.

That's kind of why using it is such a big international violation. I would recommend not ever actually using it unless it's done to you or after giving fair warning and opportunity for peace. An easy way to give our alliance a reputation would be people carelessly using gas... if you're going to have it, it's probably better used as a deterrent.

Random unallied people can get away with using it defensively, but I don't think we could.

He was dumb enough to use gas enough to AXIS OF MOTHEFUCKING EVIL himself. and instead of using his massive 39 growth to get troops to maybe save himself, he lies probably stomped by me next round with his 3k troops. Gas takes part of your GDP depending on how much you have, I believe, and you can gas 3 times in a row (Or so I think) for a heavy rep hit (Down by single tier probably). Consecutive attacks took less of my GDP.

At depleted manpower you cannot conscript troops or use martial law to get troops, therefore keeping manpower at the top level or the level right below it is a very good thing to do. Gas also lowers the attacking nations reputation by at least one level, but sometimes 2 levels (depending on if they are near the edge of losing a level).

We really should all get gas, but NOT USE IT AT ALL except as a deterrent. Anyone stupid enough to attack a chemically armed alliance will be sent a communique telling them that they can break off the attack, or be gassed repeatedly into oblivion. The nations that are most afraid of gas are those over 1000 to 1500 GDP, because that's when it gets hard to gain GDP.

There's been a big thing about Yotsubaampersandexclamationpoint supposedly posting on their forums about arming the entirety of the alliance with chemical weapons, and despite the fact it might have been faked and it was only one or two people posting about it, people got really angry. You pretty much echoed the sentiment of the posts people got angry about, so it's probably not in our best interest to make the same mistake, regardless of whether the posts were photoshopped.

Thing is, they were planning on using it for retribution. When I get gas, if someone attacks me fairly, I'll fight fairly. If they outnumber my forces by a huge margin that I can't possibly make up even with aid, I'll give them a chance to back off. If they have gas themselves, I'll fight fairly even if it isn't a fair fight, simply because it's no fun for two nations to gas each other back to the double digits. Gas isn't something to be used lightly, it's something you have to keep people from attacking you, and something you have incase a major power decides to fuck your shit up for no apparent reason. Most fights that aren't "lul im attacking you" wars can easily be fixed with diplomacy. Gas is a deterrent that stops people from attacking you because you look like a juicy target, and if used properly, can disarm situations that would cause heavy loss on both sides.
