I believe you can still go far past that limit, it'll just decrease by increasingly more the higher you get. If you invest money into just adding more growth, you should be fine.

Basically beyond 20 you need to keep increasing your growth to offset the natural decay. The further beyond 20 you go, the faster it decays.

So with enough money/stability/happiness you can sustain a high growth. My country New'Murica has a 29 million growth which has gone up every turn on its own without any upkeep.

Is the great leap forward actually worth it in any way? Because I have done it five times now, and it's failed to do anything twice and actually set my growth backwards three times. Am I just really unlucky or is it like a trap option?

It's something like an 75% chance to succeed, 20% to do nothing, 5% to reverse growth so... "incredibly unlucky" would be my answer.
