Post on the forum seems to indicate you need at least 110GDP to declare war, regardless of troop levels.

SHIT! The guy I was attacking I thought was inactive is bombing me and sent a communique demanding tribute of 6 mbl of oil. He says he was unofficial allies, but I could seriously use a 10k troop loan I'l pay back to prevent getting boned.

I'll send some over to you, and he's probably just talking big. If he had allies, he'd be in an alliance. Tell him to fuck off, and mention how your alliance is more than eager to send troops to you since no one else is involved in a war at the moment. Lie about how much money we have, or something. I can send him a message too, if you want.

Prior training and tech level doesn't matter when trading troops, they're simply added to the pool of the nation's military without the growth reducing effects of conscripting.

So I've been thinking, do we have anyone yet that has taken us up on the offer of "spam low level foreign aid for huge growth"?

The key is that you need to be willing to STAY at least then 115gdp (zero out your growth with some policy or other) until you get enough cash to vault yourself high.
