You can get aid from the soviet union while at war with a western country. So far I've gotten 10k troops and 10% chemical weapons progress in the midst of a ton of unwanted bombing.

Note that they have 20+5(2) troops at elite, and they seem active. I wouldn't mess with them, especially since they're fellow communist.

What's your countries name? Also, note that you could sell oil to pay for oil drilling, and immediately get 10 mbbl back.
