So I'm thinking of attacking this guy, but I'm not sure if 31k undisciplined WWII surplus is enough. Any advice?

Train your troops up, then attack. Also get an airforce, since that'll help even the odds between the two of you (Unless you have a larger one than him, then just train your troops up.)

And if you're aligned with the eastern bloc, you can ask for aid from the Soviets too, which you should do since it's free.

Heh, really should've trained troops before. I assumed that the difference between 'undisciplined' and 'poor' would be overcome by the tech difference, but damn, I lost a ton of troops on the first offensive. Not to be one of those guys, but if anyone could spare assistance for poor old Portland, I'd appreciate it.

Also, afaik, while you need exactly 41 crates to be at WWII tech level, if you have 40, the effect is nearly the same.

What does switching to mixed economy have to do with sending troops?

There are penalties for sending aid to people who have the wrong economy type and alignment.

I think that randomness is heavily a part of the combat calculations. In my previous war I was consistently at Elite while the other guy was often at poor, but he frequently won by a rather large amount. Not always, but enough that I suspect training has almost no effect.
