If an alliance fails to pay reparations and lacks a valid justification, the alliance may be put up to a membership vote.
So if we can keep the public* on our side (either the target "deserved it" or, the rogue nation is, well, rogue and we're "in the process on expelling them"), there's no need to actually pay full reparations.

That's not a rule of the game, it's "must" in the sense that there will be penalties otherwise (everything has a price.)
The price of attacking someone is getting the "rogue" status.
The price of having a rogue nation in your alliance is expelling them.
The price of keeping a rogue nation in your alliance is reparations.
and the price of defaulting on reparations is... nothing. Basically people give you the stink eye and call for a vote they could always call for, even before step 1.
The least that could be done is that this " membership vote" is expedited by being a 24hour, first-past-the-post affair, with a 50+ε% majority.
Furthermore, it doesn't say anywhere that you must pay the reparations "at once", just that you have to pay, so presumably if you make a conving show of sending some of the money every once in a while, you wouldn't even be breaking the spirit of this point.
So there should be some sort of default timetable ("an alliance must send no less then 50% of it's daily income to the wronged party or parties (distributed equally between them), until the entire reparation is paid up") and preferably a flexible backup ("unless an alternative way of payment is agreed upon by all sides").
