Gender: (A/S/L?)
Age: (God, if you freaks vote for a baby Joker, I swear...)

Major Organizations: (From gangs to religions to business corporations)
Major Areas: (Landmarks and important areas to your character)

Name: Louis Langer
Alias: Leadfist
Gender: Male
Age: 42
Power/Gadgets: The ability to transform parts of his body into lead. He also has a variety of enchanted gear, which include a gauntlet that fires fiery blasts, shoes which grant moderately enhanced speed and flight, sunglasses which give enhanced senses and quasilegal internet access, and a gray suit that is indestructible and self-cleaning. He is also rather strong for his build, but nothing he couldn't get with sufficient weight training.
Backstory: Louis was the seventh child of Charles Langer, the current patriarch of the Langer family (most of which is currently in southern Wisconsin). The Langers were skilled at magic, but Louis was the unlucky kid without so much as a drop of Talent. As he grew up, he did his best to show how he could succeed, even without help from magic. Taking several percent (less than his share) of the Langer estate and fleeing to Chicago, Louis set up a criminal empire based on using the fairly sizeable population of poor magicians. After a battle, a botched healing attempt turned part of Louis's chest into lead; a botched attempt to fix that gave him his signature power--transforming into lead. Later on, direct magical empowerment made him exceptionally strong. He now rules with a lead fist as crime lord and supervillain. More recently, his daughter, Adi, ran away from home, hoping to become a superhero.
Appearance: A young-looking man except for his dark gray hair. He is muscular and has piercing, gray eyes.
Costume: A lead-gray suit, complete with matching tie and fedora, all enchanted to be indestructible and self-cleaning. He also wears wraparound shades and nice, enchanted dress shoes. He has a metal gauntlet on his left hand and carries a pistol in his left.

City Name: Chicago. If you need more information, check Wikipedia.

Name: Joe Carpenter
Alias: Unusual Joe
Gender: Male
Age: 32
Power: Hair Control, Scent Manipulation, Subtle Shapeshifting.
Backstory: endowed with powers through scientific experimentation to serve as the City Leader's personal groomer and consort, Joe escaped before he could be put to work in the horrid salons of the city's upper classes, and now devotes his days to the total and utter destabilization of the city by any means necessary.
Appearance: the only part of his body that doesn't shift regularly is his outfit - a suit made of hair from all of his greatest vanquished enemies, the various hair colors within it average out to a dark tan.

City Name: Best City
Government: an autocratic utopian regime realized by the Council of Optimum Happiness, headed by none other than Mrs. Josephine Carpenter, Supervisor of Happiness. The goal of the government is to ensure that all are treated kindly, equally and without any sort of internally originating oppression. They do this by cracking down hard on any that perpetuate criminal acts or intolerance toward others.
Major Organizations:
The Council of Optimum Happiness - a council of 12 advisors and deputies that do their best to help the Supervisor of Happiness oversee the city. They advise Mrs. Carpenter on measures of surveillance and control of the populace, and theoretically only act to further the general euphoric state of the populace.
The Righteous Anger Society - the security force of the city, made up of enhanced soldiers specifically created to oversee, guard and perpetuate public safety and confidence. They are as much thugs in service of the regime as they are PR people who regularly show up at events, lead celebrations and so forth. They answer directly to the Council of Optimum Happiness.
The Joybringer Cult - a constructed religion that emphasizes tolerance toward all that is peaceful, simple and joyful, preaching everyone to not worry about things so much. Life is too short for worries, after all. Be happy, everyone. The higher ranks of the cult include certain superpowered individuals, whose membership can overlap with the Righteous Anger Society.
The Hierarchy for the Furtherance of Joy and Industry - a union of all the city's bureaucrats, these people coordinate the city's planned economy. Without them, nothing moves along. They report to the Council, and it is upon their reports that the Council compiles their advice to the Supervisor, who retains sole authority over the entire city.
The Blinking Eyes - the people in charge of surveillance, the Blinking Eyes are composed of technicians, spies and many, many clerks who gather information, install and maintain surveillance equipment and organize any interesting insights obtained into readable form for the Council to work with.
Major Areas:
Palace of Happiness: the seat of the Council, a luxurious steel fortress beyond compare, it is the dream of every citizen of Best City to be invited within. Fortunately, people are invited within rather often, though the Supervisor of Happiness is rather difficult to find within, and requires a lot of favor-currying to witness.
Joybooths: worship areas for the Joybringer Cult, there are some on every street corner. They feature calming music, some good literature and a selection of recreational drugs to enjoy within. They also feature very good isolation from external communications, and the surveillance equipment that is omnipresent throughout the city is rather lacking within the booths, as these are the only place where a person is allowed privacy for 20 minutes at a time.
Righteous Anger Tower: the headquarters of the Righteous Anger Society, the tower is a mixture of research lab, luxury hotel, watchtower and fortress, allowing the strong arm of the regime to enjoy the very best in all imaginable comforts.
The Cathedral: the headquarters of the Joybringer Cult, they house most of the maintenance personnel for the joybooths, administrative and logistics staff and a small armed force to encourage respect for others and tolerance for all.
East Park: a large, arboreal park on the east side of town where citizens are encouraged to stay at least one night per week to relieve stress and enjoy nature.
The Inner and Outer Walls: a defensive perimeter enclosing the metropolitan area of the city, most of Best City's population lives inside the borders of the Inner Wall. Beyond the Inner Wall lie the farming and industrial facilities of the city, and beyond them lies the Outer Wall, which separates the dreadful world from the perfection of Best City. No citizens of Best City are allowed outside of the Outer Wall, as the outside world is viewed as a corrupting influence for the citizens.
Distribution Points: replacing the stores of any other city, distribution points involve citizens going in and exchanging their work vouchers for various goods - there are two levels of vouchers - normal (for food and medicine) and special (for everything else). Everybody gets a regular payment of normal vouchers and special vouchers, though the latter are in much shorter supply, though this doesn't particularly bother anyone.
City Lounges: identical in construction and rich in very evocative decor, City Lounges (about 20 in total) are places where people can gather together in a friendly atmosphere and speak of the issues of the day over their daily dose of happy juice, whatever that may be in each case.
Best City Rehabilitation Complex: a nice sanitarium with a quiet, peaceful atmosphere in East Park where any and all transgressors against the order of Best City are placed to have a good time and learn that really, it's much better to be happy than destroy society as we know it. Inmates are treated well and placed in the company of qualified, tranquil people to make friends and speed the process of recovery from their behavioral aberrations.
Mood: perpetually euphoric.

Name: Symon Zelenko
Alias/Moniker: The Spirit of Industry
Gender: Male
Age: 47
Gadget/Power: Genius intellect, mastery of engineering, physics. Suit of powered armor with inbuilt weapons system. Highly advanced tools for emergency construction and repairs.
Backstory:
The last of the famous Soviet superscience project Red Guards of the Proletariat, Symon Zelenko was a Red Army lieutenant before being chosen to join the Red Guards alongside his new brothers, the Spirits of Progress and Justice. Under strict training, experimental hormone treatment and implants and study with the best Soviet scientists, Zelenko became the Spirit of Industry, the symbol of Soviet progress over the capitalist swine.

After the fall of the Soviet Union, however, Zelenko went rogue, abandoning the Red Guard ideals he had held dear and committing himself to the pursuit of power and material wealth. Now nearing his fifties, he feels the weight of the years on him but is determined to remain in the game.
Appearance/Costume:
Outside his suit, Symon has a large, muscled bulk with thick limbs. His features are also broad and cragged, and he has a headful of short dark brown hair in a neat military cut. His suit, on the other hand, is a rust-red full-body armor, with a generator and exhaust pipes jutting out of the back and spewing foul smoke into the air. A golden hammer-and-sickle sits embedded his chest. On his right arm, the forearm armor gives way for a high-power plasma gun.

Also, something for the city this is going to be set in:

City Name: Starstrike City, HOPE OF THE FUTURE
Government: The mayor's office is known mostly for being the plaything of corporate interests and lobbyists. Corruption is rampant, though the city's economic prosperity has kept the people apathetic so far.
Major Organizations:
Starstrike City is a city of corporations. From tech enterprises such as the scandal-ridden LumiTech Corporation to the private space travel enterprise Galactica, they hold the power and the strings, making sure they are subject to no unwelcome oversight and regulation. Their many shady activities go unchecked save for the efforts of vigilantes - indeed, the corps support and manipulate the criminal syndicates and gangs of the outer city, usually to weaken their rivals. It is not surprising to find the underworld of the City  in possession of the latest high-tech gadgets and weapons, making a mockery of the ineffective police.
Major Areas:
Starstrike City was founded dedicated to space travel and scientific progress, and it shows. The experimental, unfinished space elevator dominates the cityscape, dwarfing the opulent skyscrapers of the city's corporations. Cutting-edge laboratories and research centers dot the map. The city also hosts several prestigious universities such as the Transterra Institute, (in)famous for producing most of the nation's scientifically-oriented supers (some of whom begin their careers at the campus). Far from the city centre, the poorer neighbourhoods congregate in a large area referred to as the Discards.
Mood:
Starstrikers are generally seen as immensely pessimistic and selfish. They are apathetic to the corruption of the city government and have little faith in the protection of the law. Superheroes are usually ridiculed when they stand up and fight. The populace stands in stark contrast to the city's public face as the clean and progressive CITY OF THE FUTURE.

You are LEADFIST!
(I'm taking ideas from 3man75 for now)

You run down the alleyway with Zelenko and three of your goons. The bagman is ahead, and (1) is stopped by a fence. You punch it with your lead fist (3+1) and smash it, then you all run towards your getaway van. You get in and step on it, but the cops are closing in. Zelenko shoots at the cops with a rocket (4+1)-(3) and obliterate two of their cars. You turn in an alley way and decide to hoof it, (4) and you manage to lose the cops for a while. Robbing the bank took way more effort than you thought. Then, you hear people screaming. But not in pain, in joy!

"It's Loveglove!" "She's going to stop them!" "We love you!"

Loveglove lands in front of you. She squints at your henchmen in disgust, then you in confusion.

"Dad?"

What now?

Now we have a whole bunch of special vouchers, cool.

"Aw, shit. Well, it was bound to happen some day, you know?"

Everybody, concentrate fire on the wall next to Loveglove. Topple a building on top of her. If she survives, good. If not, she was an unworthy child, anyway.

"Hey Sweetie, long time no see. How are you doing?"

"Anyways, be a dear and play elsewhere, while I try to put dinner on the table.. ! That reminds me - Mom want's you to at least attend the sunday meals. Don't worry her too much, you hear?"

Be sure to deploy your fatherly charm - if you are in possession of such a thing - alongside this talk.

Yep, basically denial of anything uncommon or "evil" going on. Let's see how she takes to this casual approach, no?

You apply your fatherly charm on your daughter. (1) She just shoots a ray of light out of her gloves and incapacitates your Goons. Zelenko charges his ion cannon aimed at her, but you command him to disengage. Loveglove slowly lands in front of you, shaking her head. As she lands, you realize that she nearly reaches your height, and that you've missed out on her having grown.

"Dad, I'm 19. I'm not a little girl anymore, she looks at you with sad eyes. "I thought you said you wouldn't do this anymore! I'm sorry, but, I've got to turn you in..."

You realize against all your better judgement, you can't resist. Zelenko, on the other hand, runs away and uses his jetpack to fly off. Loveglove picks you up with one glove, and uses the other to shoot at the ground and lift off. You realize how strong she's gotten.

"Hey sweetie, you've been working out?" you ask her, trying to get yourself out of this situation.

"Dad, just stop," she says, looking the other direction. You can swear that a tear flew past you.

You finally arrive at Super-Pit, a maximum security jail created for supervillains. The heavily armored guards thank Adi, and you are stripped of your weapons, and they place an anti magic device on your wrist to stop it from turning into lead. They give you your prison uniform and they escort you to your jail cell.

The inmates whisper among themselves, asking how the great leadfist could've been captured. Some then boo and jeer. Others laugh. When you enter your cell, your cell mate greets you. A scrawny man, in about his 20s, with standard jail implants and a cybertech arm and eye. You figure they took away his original implants and degraded him to safe, trackable implants.

"Woah, Leadfist!? This is so cool! I'm your number one fan! I know all your powers and stuff, and I've got your comics and cards! H-how did they catch you?" he asks, the light of boyish enthusiasm dissipates as he realizes his hero villain has been captured.

You explain the whole thing to him, and you quickly learn of each-others past.

"Woah, cool. Anyways, my name's Software. You might've heard of my brother, Hardware. Yeah, he's the cool one. He's the one who robbed the banks and stuff. I just carried the equipment. One day, our dad, the chief of police, RAM, caught us robbing the police armory. He couldn't protect us in court now that he "officially" saw us committing crimes. Hardware got away with his cool lasers-which I built, mind you!-but Dad just shook his head and sorry. Now I'm here with you, to rot forever..."

Well... you're in the slammer with a fanboy nerd. What now, tough guy?
