How to make roofs

What it says on the tin- I'd like to make a roofed outdoor statue garden so that my dwarves don't complain about the rain and cave adaptation at the same time.  I have the statues, walls, and doors, but no roof!  I built a staircase alongside the wall at a corner in an attempt to place floor tiles on top of the walls, but it won't allow me to, so there must be another trick to creating built roofing.

You can also use bridges which give cover more space per unit of resource used.
They use 26 blocks to cover a 10x10 area as opposed to 100 floor tiles.

A roof is just a patch of floor above an area. to get up to the next z-level build an up or an up/own stair on the ground level wait for it to be constructed then build a down or and up/down stair directly above it.  or you can use a ramp next to a wall to get up on top of the wall.  The ramp needs to be orthogonal, not touching on a corner

Ah, so I have to add a staircase to the z-level above the upwards stairs as well.  Thanks!
