Dwarves won't use new cloth stockpile.

So I was setting up my beginnings of my textile industry. With my loom and clothers workshop, and beneath them is an open are for stockpiles with materials. Now this setup works on all my other shops.

So I have two stockpiles under the two shops. A cloth stockpile to only take thread, under the loom. And a pile to take cloth, under the clothes shop. I then disabled all settings on my main finished goods stockpile.

Only problem, nobody is moving the cloth. I tried deletimg the main stockpile, but still nobody moved the cloth and thread to their new piles.

Would anybody know why that is, and how to fix it? Or anymore info I could give?

Is the cloth stored in bins?  And do the new stockpiles have bins enabled?

Something to try if there are bins involved: dump the cloth in the bins by mass dumping (d b d) the bins and removing the dump command on the bin itself with the loo(k) tool

Will dwarves stock new thread or cloth?
