Ramps vs. Stairs

So, I'm breaching the aquifer, and I'm having some contusions... perhaps confusions, but definately contusions.

Upper level of the aquifer breach:


Lower Level:


So, I'd assumed the ramp I built in the upper left where it would exit into the screw pump 'pump area' would have allowed my guys ingress/egress from the ditch.  I dug out the up/down stairs to the lower left.  My miner got stuck down there (he's dead now, I'd assumed once it filled with water he'd swim out, no luck) and wouldn't use the ramp to leave.

Why?  What happened there?

There has to be a wall under the floor the dwarf is climbing to. In this case, the north and west are inacessible because theres a wall on the upper level, the south is inaccessible because theres no on the upper level, and the east is inaccessible because theres a staircase rather than a wall on the lower level.

D'oh, so the floor the screw pump is sitting on wasn't enough?  Well, alright then.  Frustrating but I can work around that.  Thanks for the information.
