I have to say, that with the current strengths of the units, having warriors and admirals seems like a waste at the moment.

Yeah, I was thinking about that. I'll probably have to revise those, and the race bonuses. Many people do a % bonus but that can have scaling problems later on. Perhaps they have separate bonuses per unit level. If each unit has a tier maybe multiple the bonus by 4 per tier and start it at 4, so for 7 tiers:

16384

Not sure what to do with racial bonuses.

Note that you can be embargoed, I know its not in the rules yet, I may just leave it to version 2.0 if it upsets people. Basically an embargo means blocking off the oceans adjoining coastal squares. This nullifies the bonus. Also blocking trade routes between nations whether land or sea, nullifies the trade.
Sensible.

Another idea that came to mind was giving some races with weaker bonuses special units (kinda like the Shark Pack for the sharks, replacing the frigate). Or maybe just give every race a special unit, a la Civilization.

Hero is a courtier, from the list in the post with the races. Its actually your leader and has 2x the normal bonus. I forgot to clarify that.
What if he dies? Is a hero only a special starting thing, or can they be replaced?
Would the spy's 1.5x turn into 2x or 3x as a hero? It's tempting to go ultraspy.

Here's a question: Is 1 unit the same thing as 1 army? Can you have multiple units on the same tile?

I would say your hero is immortal. Only courtiers can be assassinated or killed. Militia is weaker than platoon its a tier one land army. Bonuses are the part added to one, so a hero spy would be 2.0.

Since military units must be drawn from a single province, perhaps the strength bonuses are fine as is. They apply per units and you are likely to have more smaller units. You would need an extremely developed province to spawn a legion for instance.

I'll try and work out an equation to get the results I want tonight.

I'm not sure whether spying will be super viable. It takes a while to get started and it doesn't stop the military well. Spying might be a good counter to highly developed provinces though.

Sure I guess. I can simply add a treaty to have certain spies not interact. I was thinking that maybe I could some stuff to diplomacy to make spying better. Perhaps you could generate support in NPC nations to vassalize or encourage them to grant treaties to you.

A unit is a general term for a fleet, army, spy ring or w/e. And yes you can stack units on tiles.

I changed +strength abilities to 1.xx multipliers like the other bonuses.

Might be adding some other races, not sure.

Added a ton of new races with new goals and powers. Many of these may not be super viable until version two. I plan to add a lot more races and expand the number of racial points you have for version two.

If I was joining the game I would not pick any race involved in vassalization, fomenting rebellion, or gathering treaties. Those are probably going to need to wait until the diplomacy and espionage content coming in version two. They will still work, but they just won't be as good.

I don't think you can have dragons there, did you mean to use high humans. Your current total is 22. Or were you just not done editing?

I wanted to have income separated from trade as an option.

I was just thinking that some choices would make it harder to use all the points. Perhaps unused points will default to 1.1 income bonus.
