Ive located who has stolen my tools and have threatened his neighbors and asked them to tell him to but my things back in the boat or else him and his neighbors are dead.

This should be effective.

When in doubt, scurry into cave.

When idle, train fight skill so you don't have to scurry anymore.

He said in chat that he found two or three silver lying around in someone's house.

Even if he did, don't leave any cash lying around in your house or it could happen to you. This is what bank accounts are for.
