Mmmm, I don't think so. That assumes that it's necessary for every phase to want to be played every turn. I don't see any problem with the occasional turn where everyone wants to do the same thing. Survey might need buffing slightly, although it still sees some use.  The other two are played regularly whenever someone wants them to happen, which is pretty often. Production certainly doesn't need a boost, since it's critical to progress the game at all.
You misunderstand. If I want a production done, I can either play it or pray/agree that someone else does. +1 W is a completely replaceable bonus. Build's play-bonus is completely irreplaceable, since the possibility of immediatly beginning production in the building is far too beneficial. Thus, if I want to have a staffed building, I can only play build - if I don't, I will lose at least one production cycle (if org is played on the same turn). If you don't want to buff production, then at least nerf build to something along the lines of 'the building autostaffes at the beginning of next turn if you aren't the one who played it'.

Well, production's bonus is specifically small because it is the action that pretty much everyone is going to want to happen every turn. It's never useless, while most of the others are only situationally useful to play. Survey is the only other exception, but it is intended to be a supplemental play. I'm not quite happy with the way the two play off one another, as someone who plays Production the same turn someone else plays Survey ends up getting the same advantage. Hmm...I could make it so that you can play one building for 'free'. 1 Food is roughly 1 wealth, so the balance is about the same, but that makes playing Production a bit nicer while keeping survey's advantage distinct.

Build might need to be nerfed a bit, since you're right that if you want to build something that turn you almost always want to play Build. I'm not convinced that it is a problem, though, since it works well with the overall aspect of watching to see what other players are likely to do. Also, staffing a building immediately is only helpful if you're actually going to be able to pay to use the building that turn. While you often can, I've noticed that most of you are at a farms deficit and generally only use some of your buildings each turn.

It's a good discussion point, though, and something I definitely need to watch.

Six, actually. And as I have the capacity to manufacture my own...
Something for Basic Goods or another Farm would be useful, though. Something like...oh, Basic Machines.
...Yeah, I guess that would work.

And yeah, some way to nerf Build might be nice, as well as something to buff Production. The Production idea you suggested sounds good; no idea about Build though.

I like the Production idea.  As I said in my phase submission PM...

Survey.  I'll eat my hat if no one does production, and it's a net gain (+2W instead of +1W) for me if no one else does survey.

It also makes the Production bonus gain or lose value based on the trade environment, which I think makes the choice more interesting.

  The stench of "anchovy" pizzas drives everyone from the event. Party goers are left nauseous and staggering by the smell. The local Alien equivalent anchovies are, apparently, rather odorous. A short time later the ceremony tent explodes in a shower of broken plastic and nausea-inducing pizza. No one was harmed, but investigations into the explosion are underway.

Generally beyond the scope of this game. Might have some more direct interactions beyond trading at some point, but that depends on what expansions I come up with. Certainly won't be a core part of the game since this is supposed to be an Economic game.
