Well, as we're playing this as a forum game, we can use it either way, really. "Clockwise" by rotating player positions would work fine.

Basically, if you anticipate someone else going Org, and someone would select the phase you really want, there is no reason not to go with Org. Giving someone a free Caylus Gatehouse is very, very strong.

Not really. If you want first player, it's good. If not...why not just play whatever you wanted anyway? Org's main ability is, quite frankly, useless the majority of the time since you won't have any colonists you want to move around. Getting first player is handy, but generally only if you need something from the colonist pool or to buy something that you think other people are going to buy up before you. Otherwise...you'd be better off playing whatever phase you actually need.
The point of playing Org is when you know someone ahead of you is playing org as it got a gatehouse built into it. You won't lose much unless you really need a phase that everyone else don't want (a la 4-er games in RFTG when everyone else go for the Colonize/Build route rather than the Produce/Trade route you wanted), but since this game is largely a build/produce or trade/produce fest...

Well, we'll have to see how it goes. I haven't seen it abused in any of the games I've played so far. Usually it ends up backfiring unless you need to play Org for yourself in some way.

Ok, been thinking about things based on my last playtest and I think we'll try it with the following changes:

1) Players may trade at any time during the Round, not just during Trade. Make it more useful to trade locally.
2) Xenofarms will now require Food during Production.
3) All players will start with a basic Farm, staffed with an Unskilled worker.
4) The initial pool of Colonists will always be a set of Skilled workers to reduce the impact of starting off as First Player (or worse, last player with a Criminal in the pool) and to ensure that everyone can get at least a Skilled worker at the start of the game.

Do we want to reuse this thread or should I just get a new one up?

No, it's more useful for me to have the game play as it's designed for the tabletop version. So you will be 'sitting' in the order that people sign up, and I'll let random.org pick the initial first player. We'll just scroll from there and loop at the bottom to get the initial turn order and things can adjust as people take First Player.

First Turn:
Player 1
Player 2
Player 3

Second Turn:
Player 2
Player 3
Player 1

Round 1:
  Player 3
  Player 4
  Player 1
  Player 2

Round 2:
  Player 3
  Player 4
  Player 1 Plays Organization
  Player 2

Round 3:
  Player 1

Also, in your example, shouldn't Player 2 remain on the bottom?

No, think of it as 4 people sitting around a table. Player 2 is the left of Player 1. Player 3 is to the left of Player 2. Player 4 is to the left of Player 3. Player 1 is to the left of Player 4. They go clockwise (to the left) regardless of who is first player. So if Player 3 is First Player than the order is 3->4->1->2. If 1 is first player the order is 1->2->3->4.
