Will there be an element of chance in the form of dice or cards, or will there only be luck involved in having other players choose phases you want?

There will be a pool of 6 colonists available each round, randomly selected from the available pool. So if Criminals show up, someone is going to have to take them. However, if you build a prison you can get money from each prisoner 'staffing' the Prison. They can't become functioning members of society, but they can at least be somewhat useful.

There are only two points of randomness in the game.

1) Which colonists are available to take each round (although the total pool is set, and you're just working your way through them).
2) The Trade environment. Depending on what the current Trade environment is a different mix of resources will be available to buy and resources will have different costs. For example, during Wartime there are fewer resources available of all types and all resources are more expensive. Makes a great time to sell, but a bad time to buy.

Everything else comes down to how you manage your settlements and how well you can figure out what phases the other players are going to pick.

Ok, I think I have the rules pretty much in place. How clear are they to everyone?

Assuming I haven't left anything major out, I think we should be able to get started shortly. I just have to figure out the format for how I'm going to present everything and how I'll want you guys to give your turns.

I'm thinking it'll be something like this:

Each player will PM me the Phase they want to play that round.

I will start off the round by updating the Phases in Play that round, as well as making sure that the available Colonists and Trade Environment are up-to-date.

Each player will then post their Round actions.
   If Colonization and Trade are not played, everyone can just put their entire Round in one post.
   If Colonization or Trade are played, then everyone does what they can for the first few phase(s) until we reach the phase that needs input. Then each player will go in Turn Order until that Phase is done, and can then resume going simultaneously.
    If the Phase's options are obvious (i.e., the only remaining colonists are the same) or if you are not participating in the Phase (not Trading), you may put your entire turn in one post. Basically, if what you do next doesn't effect anyone, and what anyone else does won't effect you, go ahead and finish your Round.
  When you are done with the current Round, you can go ahead and PM me the Phase you want to play for the next Round.

Ok, RulerOfNothing is moved up into griffinpup's spot.

Oh, and since this should help for planning purposes:

All players start with the following in their Settlement.

1 Colonial Center
1 Unskilled Colonist
2 Food
1 Basic Goods
1 Basic Machine
6 Wealth

You may choose to have your Colonial Center Staffed at the start of the game if you wish.

Do we play the phases when someone asks for them, and then play the phases one by one, or together? :I

Ok, let me see if I can clear this up with an example.

Player A chooses Colonization.
Player's B and C choose Build.

Player A is First Player, followed by B and C.

Therefore, the Phases for this round are Colonization and Build.

Colonization:
Player A chooses a Colonist, then Player B, then Player C.
Player A, since he played Colonization, also gets to pick out a colonist from the Pool which he will get next time Colonization is played.

Build:
Player A builds a Farm.
Player B builds a Harvester, and since he played Build he can immediately staff it.
Player C builds a Laboratory, and since he played Build he can immediately staff it.

Since Player A didn't play Build he'll have to use Organization next turn to staff his Farm, either by playing it himself or hoping someone else does.

Ok, I think we can get started now. If you have any questions, feel free to ask, but hopefully enough is clear that people can start to figure it out.

I have randomized things, and RulerOfNothing starts the game as First Player.

The OP has been updated with the current status of everything, including available resources and the current pool of colonists.

I've set up your initial Settlements, although if you wish you Colonial Center to be staffed at the start of the game, just let me know.

Your first step will be to PM me the Phase you wish to play for this turn.


General Strategies:
  There are 2 basic strategies you can pursue in this game: VPs by Buildings and VPs by Production. A mix is, of course, also an option, but choosing one of those two as your main focus is usually a good idea.

  The Buildings strategy revolves around building up a large production chain - Farms to Harvesters to Goods Factories to Machine Factories. The higher chain buildings are worth a lot of VP at the end of the game. A Terraformer is not only worth a lot of VP but is also very large, and can be a good game ending building to play if you think you're ahead of everyone.

  The VP by Production strategy revolves around buildings that produce VP. The Colonial Center, Laboratories, and Resorts can all give you these. Keep in mind that having some sort of Production chain can still be useful with this strategy.

  No matter what strategy you pursue, you will need Farms. They don't have to be your first build, but sooner or later every settlement is going to need farms in order to get the rest of the Production buildings to do anything all since buying food is costly and sometimes unreliable.
