There aren't any windows, and hence no shutters. Its not a booth, just a desk.

He has optics that let him detect you through the side of the building, plus a gun that can launch projectiles through them. And no metagaming. IC you're not aware that there are multiple shooters, since Scott hasn't opened fire yet.

Very well, but I won't be sending you anything. I can't afford to have any hard evidence of this floating around. I've already burned down three attempted taps on this conversation as we have spoken. Gear is fine. I'll have a car pick you up in an hour. Is that satisfactory?

Bullets fly dangerously close to Jim's head as he growls under his breath while regaining his composure.  Looking around he spots the most immediate threat, a rather intimidating looking combination of flesh and machine.

"Damn cyborgs" thought Jim as he quickly starts to back up through the door he just came through.  EMPs work on cyborgs don't they?  Eh well hopefully they do!

While moving, Jim launches an EMP grenade at the nearby cyborg to disable it.  He also uses delving to make one of the security personnel nearby think he's working with the assassin to kill the target.

((Hopefully it's a sturdy door :P))

Very well. I'm being watched right now, but then I'm always being watched. There really is no hurry, but three hours is the most I can give you right now.

Mmm.. Explosives if you have them, my man is having trouble with procuring those right now, some good rope for climbing, your own gun, street clothes..and a gown..
He pauses for a moment. That should be enough, the rest my man will get for us. Anything else you can think to bring couldn't hurt. Just make sure you only take one bag.

You have a gun and a superb carbon-fibre rope in your duffel already (you still need to clean that out). You could spend about an hour picking out the right clothes, which leaves two to find some explosives.
