Indeed.  Depleting our already-scarce supply of vermen is a terribad idea.  Thus, by the power vested in me by absolutely nothing, I veto it.

Drowtales (http://drowtales.com/) is a comic about Drow (dark Elves), while Order of the Stick (http://www.giantitp.com/Comics.html) is...  Hard to explain, really.

Considering the strong lobby for honouring the existence of the surviving sub-land natives, I would find a nude wrestling match or an ominous experiment of dubious ethical consideration on our honoured guests to be non conducive to their health.

What do you mean "doubious ethical"? What are you implying? I'll be sure to keep to ethics guideline, I will tell them what I am going to do to them, I will keep the equipment clean and sanitized, I will make sure they live on the end and if my experiment works their population will be having an increase... What is so "dubious" about that?

Okay.  I'll make this nice and simple for you.  In the case of an endangered species:

Population increase > demographical increase.

In the case of a successfully breeding slave-race:

Demographical increase < population increase.

Ummm... my degree in Noneofyourbuisnessology says that those are exactly the same things... so can I please get the subjects... I mean volunteers... to the laboratory? Also, can I request to be a head of our Field Science Division and get my own wooden barack with laboratory? Working in the mud is not really helpful, i find it difficult to distinguish between rodent man and regular trench rats... I do not even want walls, just some floorboards will be nice...

Sure sounds like criminal scum in here.
The rodent guests are not slaves, they are loyal workers striving together with their Dwarven allies to together build the fortune of the Fortress. The somewhat esoteric protocols like debating on the merits of selectively breeding a more productive strain of their species is merely a precaution to ensuring all lead a happy and well life in Amberfortune.

It does not mention any laws as to experimentation on sapients^^ And as we all know, what is not forbidden and so on^^ And I REALLY want to help their species...

As for construction i proposed it over ground 'cause "underground Field Research Laboratory" sounds tacky and cliché...

I'd reckon it's all right if it's to keep the rodent people or the amber fortune safe, but not too safe.
