I could have swore in my last game I used obsidian blocks to build my walls. I have obsidian and marble atm, and when I tell them to cut stone blocks, it cancels and says we need non-economic hard rock. The same is happening when I tell them to make rock crafts which I know can be made from obsidian.

 What am I missing here?

Check your z - Stone menu if obsidian is forbidden for non-economic stuff. And I think there is some problem if you make obsidian on maps where no obisidan is on start

Wow wtf, I didn't even think to look there because I never changed anything. EVERYTHING was set to restricted for some reason. Very odd.

There are two sections to that page - the first one, labeled "Economic Stone", only includes minerals that have special uses (ore, flux, plaster, etc.) and has everything disabled by default (so that your craftsdwarves don't accidentally make trinkets out of all of the iron ore and bituminous coal you were saving for making into steel), while the "Other Stone" section contains everything else (and has everything enabled by default).

The 'economic' section has a special feature, though: if a flux stone or obsidian show up as 'layer stone' on your embark (i.e. whole levels formed to a large part from such stones), these stone types will be enabled from the start. A cheap way to check for the presence of marble (or other flux types, but non-marble flux is very close to the surface and thus quickly found by digging) is to look at the 'stones' page at embark. If marble is printed in dark green, you will find large amounts of it in the metamorphic layers.
