When you slaughter something in the butcher's shop, it can drop a hide.  This depends on what you are slaughtering, and how big (mature) it is, mind you.

With that done, if Tanning is set to automatic in (o)rders screen, it will be tanned automatically.  If not, you will need to queue up the tanning jobs manually.

And remember that only some creatures' skin can be tanned. Chitin (insectoids) and scales (reptilians) cannot be tanned.
So go butcher a kitten and the rest will take care of itself.

You need to build an actual Tanner's Shop. It's in the Workshop menu. You also need at least one dwarf with the Tanning labor enabled.

Pro Tip: Have at least as many Tanner's shops (and dwarves to man them) as you have Butcher's. This may depend on the relative experience of your dwarves, for example a Legendary Tanner can easily keep up with half a dozen Dabbling Butchers working simultaneously . . . as long as he's not Eat, Drink, Sleep, On Break, Store Item in Stockpile, etc.

It looks like he already does. Re-read the first post.

The only workshop orders I ever change are turning auto-looming of thread off (so I have thread when I need it).  I build a butcher shop and a tannery right next to my refuse pile and have never had any problems getting skins tanned when a creature gets butchered.

It may help that I always give the tan leather job to my butchers, so when something gets butchered the tanning job is the closest job available and the dwarf that did the butchering almost always grabs the skin and immediately tans it.

If you want him to stay alive, next time make sure you put a cage trap at the entrance of the workshop. He should be properly fed and watered after that.

*edit* I must be losing it.. I think that is for berserk dwarves :P Sorry. *edit*
