Equipment Optimization

I currently have masterwork blue gear just gathering dust in the stockpile while most of my military is still trudging around in bronze armor. My legendary troops have equipped some blue gear, but they don't seem to switch it out for higher quality counterparts. Is this intended? How can I get my lesser troops to switch gear without manually assigning it?

you mean manually assigning as in editing the armor to have 'exact matches' and then make sure you state the right material and item (I assume thats possible, I usually do it to make sure steel is equiped instead of richly decorated copper, might be different for the special materials) or picking it out of a list?

By manually I mean assigning a specific piece of equipment. Before, I had just told my troops to wear mail shirts, and I assumed they would simply choose the best mail shirts available. I eventually bit the bullet and just assigned each equipment piece manually.

well, you could have added a material to "mail shirt" so that it would be (just as example) "steel mail shirt". Then set it to 'exact matches' and they'd equip the most expensive one, which is usually the best quality one since steel is rarely decorated, since you can only make it or buy it, sieges won't bring it. If you just say mail shirt, they might equip a bronze one that has diamond masterful decorations
