On five sides, yes. The top isn't finished, but it will be fully submerged eventually.
It's beautiful. How do you protect it from the wrath of the sea beasts?

The only issue I have with glass blocks, is that you end up using an absurd number of them, and it murders my FPS. Only minimal use of glass anymore.

You're open to attack from mer-people! You need to get some aquatic beasts in that lake. I suggest sharks, sea serpents, and alligators. Name one of the sea serpents Sally.

It lowers your FPS even after they've been formed into constructions?

The items still hang around in the stocks menu and apparently in the global items vector, so they'll produce some game lag.  Having said that, I've built a number of above ground forts out of blocks and the game was still in the 40 FPS range with thousands of blocks in constructions.

I have about 20,000 constructed stone walls in my fort, and it's still playable. Incidentally, using DFhack to get rid of the items that the constructions are made from produces no difference in lag, however it does produce a difference in the stocks screen.

Possibly because it does not do normal item checks for items in constructions?

Tantruming dwarves can destroy buildings, including windows. The solution to this problem is lots of internal doors.
