Casual Civilization IV...

Civilization V.
I like this guy.

Although, If we had a civ 4 with hexagons and stack limitations... (say... 10 units max? better than the 50 unit stack-o'-dooms)

Civ V fixed some critical issues Civ IV had. Sadly, they also fixed quite a lot of stuff that didn't need fixing.

And if you removed Steam...
You'd be stuck with another version of Online activation DRM.

What's the problem actually. Fails to download patches, or just refuses to authenticate?

It worked fine. Then it decided not to work at all. I mean, i was able to play it for a week or so and then... nothing.

Hardcore Superman 64:
There are no rings. You still have to fly through the rings.

Casual Super Mario Bros 2.:
Inviting friends to play changes every vegetable into a POW block for an hour. You can pay to have Phanto not chase you when you pick up a key, and hidden doors now need keys that can only be bought with real money.
Actually, I take that back, it's not a platformer any more. It's a game about picking vegetables. POW blocks are fertilizer that reduces the time it takes to grow a turnip from 30 minutes to just 25.

Casual Perfect Dark:
Weapons don't have secondary fire anymore and have been condensed to Pistol-Rifle-SMG-Shotgun-Rocket Launcher-BFG. Campaign objectives boil down to "go here, press button". Bots, combat challenges and the firing range have been removed and replaced with multiplayer achievements like "Kill this many dudes" or "Kill this many more dudes". Training missions no longer require looking around the Carrington Institute and are mandatory for all players.

Hardcore Hearts of Iron:

Crossover with X-Com. Try to win the war, despite aliens occasionally annihilating entire tank corps at a go, before your enemies invent Elerium-115 nukes.

HoI2 actually has an 'alien invasion' cheat (or was that the reason for the suggestion?) already. It's all fun and games until they overrun everybody.

That doesn't sound very casual, just like somebody who cheated a lot.
Casual Cata would be more like:

Item spawn rates increased
Isometric graphics
Houses are no longer destroyable
Linear plot, you start with an NPC following you
Bionics always install properly and spawn twice as much
Zombies don't come for sound or smell: only if you see them.
Wildlife is only there for XP farming
Morale system removed

Etc, etc.

Casual Nethack:
Diablo II All items are pre-identified. You are told what effects a corpse will have before you eat it, in addition to whether or not it's rotten and how long it will stay fresh. All wands and staves last forever. Elbereth blocks all monsters, ranged attacks and magic and lasts indefinitely. You can cheat on conducts as a microtransaction. Of course, no permadeath.
