Human Civilization Developed after Embark

When I first embarked to my site and checked civilizations, there were three, only Kobolds, Goblins and Dwarfs. However, 4-5 years later, I received a caravan from the humans, and when I checked the civilizations tab again, there they were. My question is, is it normal for civs to develop after embark?

The listed civs are really the "known about" civs.  Another instance of items being added to the list, is finding underground beast people civs. They will be listed as "unknown serpentman civilization" or similar, after discovering them. They are usually hostile.

In this case, the dwarves didn't know about the humans, until they showed up with goodies.

Wait a minute are we talking about the civ screen pre-embark, when you're choosing your embark location or the "c"ivs menu in fortress mode after you embark?

the pre-embark one AFAIK shows which civilizations exist on the world and that you can have access to from that embark location, e.g. if you move to a tile on a island and the civs are in the mainland you'll only have access to dwarves.

the post-embark one AFAIK is completely blank at the beginning and only shows info on the civs once they show on your map, so when the first kobold sneaks into your map you get access to the kobold civ info, when the elf caravan arrives you get info on elves, and so on...

I haven't seen the post-embark one fully loaded before a member of that civ enters your map, neither have seen the pre-embark one lying to you, like saying you don't have access to humans and then getting human caravans in your map. The closest I recall to something like that were some threads around here that said that they embarked on a island which only had access to dwarves, then they built a bridge to the edge of the map, abandoned the fort, and kept embarking, building bridges and abandoning as to make a built bridge between the island and the mainland, after the bridge was completely done during the next embark they managed to connect the island to the mainland and thus it would have access to all the civs in the mainland.
