The primary difference being that Beltana is sitting in her room, shooting people with said bow because they're working with the guy using said sword to terrorize the countryside and all that.

Kind of a significant difference. Not that Beltana ever really gave two fucks about that law, she's killed at least a dozen people with the thing.
