If the bad guys don't haul Ursa along and instead leave him bleeding (presumably unconscious) in the woods...then how would Ursa know that people need rescuing, and how would he know where to look? I think they're going to have to bring him along.

He's a thief, so he's in prison. It doesn't matter whether he's native or not, I'd presume.

I doubt even an invading army would invade and just decide "Hey, lol, anarchy," and not jail anyone for breaking laws.

Actually, it slipped my mind, but Kale isn't a native, my bad. Still, how'd they know that? Also, Kale doesn't just go around shouting that he steals things. Still, I guess he could have been caught or something. I don't know. Whatever. Lock him up I guess.
