First off, Felicia occupies that space you're trying to send Ceil to. Second, and I can barely believe I have to go over this again, the Sanctuary field is still up, and her moving there would require her to bring in people who are not currently inside the zone. Which is forbidden.

Fun fact. Brann is technically more screwed levels wise than Ursa.

Ursa: 8 2 stat levels, 2 3 stat levels, 8 4 stat levels, 2 5 stat levels. (64 total stats gained, +3 if you count the speed wing)
Brann: 9 2 stat levels, 6 3 stat levels, 1 4 stat levels, 4 5 stat levels. (60 total stats gained)
