Most places in the US actually have explicit laws against it, but who's going to arrest the cops? The cops?

The DC cops keep getting caught doing it again and again, and despite there being multiple laws on the books against it they've never actually suffered for it.

Free Speech Zones are... villainous genius, really. 

Because the typical approach to protests is to conduct illegal mass arrests.  Lock up as many protesters as local facilities can possibly handle.  Sometimes they'll even hold people on buses after the jails are full.  Whoever is invested in whatever's being protested usually pays a bunch of money to the city in advance to cover the legal consequences of arresting and holding on made-up charges, or even without charges at all.  After the event is over, charges are dropped and everyone is released.  Often driven a few miles out from the city and just dropped on the side of the road without their belongings.  A minority will file charges against the city for abuses and wrongful arrests.  They'll get paid settlements after a half-hearted token court battle from the previously donated funds.  That's that and everyone moves on.

With free speech zones, they skip all that stuff and effectively just have the people lock themselves up.

That's exactly what I'm saying.  The difference is between sticking them somewhere out of the way by force or convincing them to do it of their own free will.

And have you seen what free speech zones tend to look like?  They look like improvised mass holding cells.  Sometimes eerily similar to those outdoor cells at Guantanamo.

Exactly. Whats the point in even protesting if its already been rendered ineffective before it even starts?

I hadn't realized the customers were given no notice and no chance to retrieve their emails by lavabit, so the data couldn't be retrieved according to techdirt, which mentions another secure email service shut down similarly, in addition to noting that CryptoCloud explicitly states this as part of their privacy policy.

Max, why were you surprised? It's not that the reaction is unexpected, I'd just like to know the reasons.

Mostly.  Because it's against the law not to use them when they're there.  Protest outside of them and police have legal free reign to treat you like actual criminals without recourse.  Doesn't stop some people from protesting outside of them anyway... but for the most part they just result in a protest against free speech zones, from within a free speech zone.
