Events of Q1 year 1 New conscription laws passed without any problems and the first draft will be conducted in the autumn
Our analysts say that we may expect nearly 2 battalions of professional soldiers if we'll manage to offer average salary of $100 per soldier per quarter. Offering $200 should lead to 5000 professionals
Prime Minister agrees to fund military related industries out from the regular military budget but we have no funds to finance more than one. He offers you to choose between canned fish industry, smokeless powder industry or horse breeders. Also, the PM is open for another suggestions.
Your advisers say you that while idea to use cars for logistics is an interesting choice, cost will be very due to many reasons. To supply one battalion with enough cars we'll need at least three millions of cash.
Construction of rudimentary military bases, barracks and training centers has started, costing $500 000 from the budget
Capus can offer us such small arms:
Liberator rifeShort description: Old black-powder rifle. Insanely outdated
Traits: Unreliable(3), Inaccurate(2), Slow Reload(5), Short range (3)
Cost: Empire is offloading it's old stocks and they are ready to provide those for free
Enforcer rifle Short description: Standard issue rifle of the Empire. No major flaws except weight
Traits: Accurate(2), heavy(1)
Cost: $250 000 to equip a battalion
Enforcer(s) rifle Short description: Lighter version of Enforcer, mostly used by cavalry units
Traits: Accurate(1)
Cost: $250 000 to equip a battalion
Storm SMG Short description: That SMG wasn't adapted by Capus as it's generals decided that it is too expensive and lacks both stopping power and range to be of any use.
Traits: High RFM (2), Short range (4), Weak bullet (1)
Cost: $750 000 to equip a battalion
Morse machinegun Heavy water cooled machine-gun, mostly used on prepared positions, well tested and reliable
Traits: Heavy(3), Reliable(1), Durable (1)
Cost: $100 000 to equip a battalion (note that having more machineguns per battalion is not a bad idea)
Morse Mk2 machinegun Modernized version of Morse machinegun, noticeably lighter, but more expensive to produce and less reliable
Traits: Heavy(1)
Cost: $150 000 to equip a battalion
H75 light howitzer Descriptions: Brand new howitzer and you are quite surprised that Capus is ready to sell you some. Unfortunately no heavier guns are offered as it is assumed that we will not need it. Little they know
Traits: Light(2), Long range (1), Easy to use (1)
Cost: $800 000 artillery battalion (battery)

On manpower:
first grade are adult males with excellent health rates
Second grade are your average soldier, mostly males but females are becoming common in that group
Third grade: Most women, teanagers, 40+, minor health issues
Fourth grade: Kids, elders, major health issues
Note that grades don't include skills and morale.
While you have a healthy 5% yearly population growyj, I'll not update it every turn because numbers are approximations anyway
On prices:
As you should note, all equipment goes in battalion sized chunks, I do not want to face stuff like we buy 1364 light trucks and 22368 rifles.
Before one says that cost for trucks is too high, note unfair price, transportation costs, 1910 year tech and fact that spare parts and servicing equipment is included in the price. Same goes for small arms
