You are a Minister of Defense

Our proud nation rich military traditions is going to have a new army. Sixty years after we were conquered by the army of the mighty  Empire of Capus. We are still their dominion, and we still have a considerable enemy force inside our country, but finally we are allowed to have our own limited army
Many say that this army will be used as a cannon fodder for the Capusan  war, but you, as newly appointed minister of defense, know that this army will be the first step to the true independence. So know you need to create army from nothing

Your very first decisions to be:
What conscription system to establish
What to request from Capus, as they are the only available way to get arms\training\equipment
Name of our armed forces

Country budget : $0.5 billions
Military budget $0.01 billions

Okay, let go for the two years 18-20 mandatory conscription with hang on on choice.
Simple arms to maintain, we got a small budget as it is, let make it last.

This for conscription, organised into 5 militia/conscript battalions, 3 full-time battalions, and the remaining two for a navy and Air Force.

For equipment, let's see if we can get acces to their "failed/ considered unfeasible" projects.

Might net us some nice prototype airships/ airplanes.

I'd say we have two possible routes for our conscription system:
- No conscription: Our soldiers are professional (I'd say something like ten years), well-equipped and few.
- Trick them: We are restricted to about 10,000 soldiers. By restricting our conscription to four months, for example, we could have a basic-trained force of about 200,000 soldiers after five years [1]
I'd vote for the first one, with professional soldiers.

As for the equipment, if we currently have nothing I'd take small-arms primarily (one rifle per soldier sounds good, doesn't it?), and artillery afterwards.

Land... how about Dohi?


[1] This is assuming that neither our occupation force (legally) nor our GM (real) disallows it. First case, we should try finding other loopholes, second case, not.

I recall someone else in history did the conscription trick. It may have been Nazi germany, actually, as a way to get around the Treaty of Versailles. I vote for conscription - we 'll need a core of full-time soldiers, but we'll need more than ten battalions to defeat the occupiers if they mobilise in force.

We require more details:
1) How large are the Capsun Empire's armed forces?

2) Are we geographically connected to the Capsun Empire? ( connected to 3 and 4)

3) Are there potential enemies/ allies nearby who might interfere in the conflict? (connected to 2 and 4)

4) Can we get a rough map of the continent?

Buy enough guns for a battalion or two, and build training camps. Mandatory military service for 18-20 years old, possibility of enlisting indefinitely.

1) Total? Think pre WW1 British empire size. A lot.

2) We are located in the different part of the world. But with their Navy that's not gonna help you a lot

3) We have a large independent, isolationist monarchy to our north, and quite a lot of various colonies around in the Southern seas. But you are minister of defense, not a minister of foreign affairs. Neither you are generalissimo.

As for tricky plans.  You must understand that our forces are expected to be under command of a general appointed by our oppressors. While he is our citizen do not expect that he will be a separatist like our minister of defense is.

I seemed to remember it to be around Versaille, too, but I didn't find any sources for that just now.

Lets work on just training a large number of men, have two intakes of conscripts of say 3,000 each running for a year over laping so we always have 3,000 with six months training.
These lets us keep 4,000 as professional full timers, pay this lot well and try to keep the best of each intake on.
so we get a large number of trained men to fill the ranks and a good core of full timers to command them.

For arms we need 1 bolt action rife per infantry man, and pistols for our new cavalry force.
modem arms will come later.

Bolt action rifles are pretty modern for 1910. Or at least, there's not much (anything?) moderner.

Pre WW1 british Empire army size was actually pretty small for the size of the empire. The Kaiser called it "a competible little army" because it was a really small military force. The British spread their empire mainly by hiring natives to act as a large number of troops, backed by a small core of british soldiers. A better example would be france (approx 4 times the amount with 4,017,0000 or the germans (with 4.5 times the amount with 4,500,000) in 1914 compared to Britain's 975,000.

Yep, they have like 700 000 (700 battalions, battalion is 1000 for simplicity)
That's not a strongest army you can find in the world. But that's a lot.
And they got allies and armies of dominions. And they value control over that coal  as well as their naval base here

I vote we keep the conscription time as short as feasible, and only retain a core of loyal soldiers to serve as drill masters.

Oh, and well, If we want to be separatistic, there are several ways of doing it.

1)Play friends, wait for the next worldconflict and then demand independence for aiding them.
2)Play friends, wait for the next worldconflict and revolt.

We really to know need which of them we will choose, as it has tremendous effects on our dominant doctrines.
