I think Ella's the most powerful of the magic girls.

She managed to bring back the dead completely, before unintentionally destroying a flame made by a god with the power. And she dug Matt's corpse out of a pit which not even Anima trying her hardest could pull him out of.

Well actually, George was the one that teleported Matt's in pieces corpse to the surface...

And, this whole thing would have cost not just Ella's life, but her soul, if it weren't for George who's own soul is so powerful, it generates more of that type of power. She transfers his soul powers to bring them back. Still, even with an abundance of soul energy, bringing someone back to life when their body was in pieces and beginning to rot a little takes it out of her so much that her presence itself is so weak, she can't even be recognised by the gods.
The sad part is she can't even see George. 100 years apart for those two.

Ofcourse, Matt's mom has the exact same ability, but doesn't have George to rely on. She had Selina's dad's soul to use, though, when saving Selina, who atleast wasn't dead, but was so close to it that it still cost her dad's life.
