Come to think of it, what sort of resource would they need that much? They have people like Tabella who could probably just paint the resources into existence. Either the people who are lying are lying really, really badly or whatever resource they supposedly want is required in massive amounts.

Paint is paint, you can't draw some coal and use it for fires and it will return to paint after a while so using it to build it also a dead end.

See: Slaves. Seems like the likeliest "resource" they would need. Although maybe it's something magical.

Metals of seavel types, food(remember that it need to be a certain type, can't feed a layar Legion food after all), gems and space(easier to concore a planet similar to your then to terraform with resource you don't have)
