Individually, at least. So Step 1 would be separate containment cells. Step 1a would be scheduled, supervised times for us to interact (especially SCP-XXX-1a and SCP-XXX-2a).

And the Yuri thing isn't nice, but it's much nicer than Montauk...

Not much they could do to stop Anima though. If she feels sufficiently threatened, she doesn't need the staff to invoke Anima.
