Adventurer Mode Quests

Im interesed how to get quest from leaders like generals and law-givers but they dont giving me quest, is it possible to get quest from them like slaying beasts. how many usual quests you have to complete to get quest from leaders? or what you have to do?

Do quests for the normal population, and if they think you're enough of a hero they'll point you to the local authorities to serve your nation.
I'm not sure on the exact number, but if you kill about five to seven named beasts or troublemakers you'll be good to go.
