I honestly have no interest in Fallout IV if it's done by Bethesda. I find them as perhaps the most overrated studio in gaming.
Obsidian proved they could make something decent out of that godless mess that was Fallout III even with their extremely small budget and deadlines. Them developing the game or at least having a major input would be the only way to have me semi-interested in it.

Cookie Cutter combat, which will revolve around spamming VATs and getting mid-range guns.

Eh... I did FO3 with a stealth/melee setup (and I never touched that stupid stealth suit for it) and VATS-less sniper builds. I also completed NV with melee weapons only, snipers only, explosives (have to fudge on this one a bit), and stealth/melee/explosives (and I never touched that newer, more annoying and utterly USELESS stealth suit for it).

Bog standard guns 'n repair 'n lockpick do work, but they aren't all that work. Unarmed was less feasible than melee weapons, since there's no spears and not everyone is kind enough to holster their cannons when you try to engage in fisticuffs. Oh, and the special move system sucked. So I'll grant you that one.

I don't know... I think Bioware beats them in sheet overratedness.

Just play multiple bioware games in a row and you will understand where I am coming from (They are the most formulaic company EVER!)

Portray the Enclave as they should be and not constantly as the big-bad guys who want to kill everyone...
I'm not getting either of these at all. The first has been a mainstay of fallout games except for 3. In 1 and 2 tagging gambling and prioritizing luck easily meant infinite money if you put enough time in it. Bringing back casinos in NV was great, especially with how you actually got kicked out of them (like you should eventually have been in fallout 1+2).
The second is entirely what the Enclave have been portrayed as first and foremost since ever. Your first depiction of the Enclave in Fallout 2 is a video where they open fire on a hapless vault for no reason. Your first interaction is a few enclave soldiers killing a family in the wasteland. The Enclave are only not entirely evil insofar as racism and delusional attempts at recreating the past by making the present suffer are not evil. Not to mention the implication that the Enclave intentionally caused the war in order to commit genocide against the proletariat (though that might be from Fallout 3, I can't remember).

The Enclave are supposed to be the secret villains of the game and I will admit... They have been a bit overexposed in Fallout 3 when they are supposed to be the puppeteers with enough soldiers and technology to be completely unopposed.

As well their technological advantage has been mysteriously dropping as well...

3 was too busy trying really, REALLY hard to rehash 1 and 2 to do anything interesting with the Enclave. I kind of liked their treatment in NV (where they were actual people and not cartoony omnicidal bureaucrats), but apart from the 5 or so you meet, the rest is rumors and really shaky ones at that. If FO4 does take place in Chicago I assume it'll be an excuse to shoehorn in the same jackbooted faceless killbots that 3 had. Pass.

and they said that dual wielding is a thing in it aswell.

That kinds of sums it up nicely.

The Public Asks : " fallout 4 ? "
Bethesda Answers : " dual wielding ! "

That franchise is dead to me anyway :(

When I think back, there had been some nice games made by Bethesda. For example: "Terminator: Future Shock" & "Terminator: SkyNet", which were both simple, but great. I had a lot of fun.

I would love for Fallout 4 to be in a nuclear winter where you spend your time trudging through the snow being shot at by guys in giant fur coats and gas masks... They will most likely stick with the wasteland.

Apart from that, as long as there is a system where you need to eat to stay alive, it can't be all bad.

The only thing i really liked in FO3 and Skyrim was exploring the world. i disliked the subway in FO3, and most of the city, but i liked the rest of the game world, same with Skyrim. the first person perspective is a mixed bag for me. on the one hand, it makes exploration more interesting and engaging, but the combat system was... dumb. really, really dumb. If i want an FPS with a rich interesting world, i play STALKER.

so, the things i am looking forward to:
  • the world

the things i dread:
  • combat
  • retarded story

as for the location: I would not mind seeing post-apoc Chicago, but done properly this time or perhaps The Great Plains.

Here's a thing I'd like to mention on the topic of the Enclave.

I hope they let the Enclave just die. They can't be villains anymore. New Vegas wrapped them up. They're not the bad guys anymore. They are completely finished. It isn't feasible at this point. They have been blasted to kingdom come even more then the Earth itself. The Chosen One blew up their primary base, the Lone Wanderer stamped their secondary base into the ground... How do you go from there? It turns out they have a vault in Boston they conveniently forgot to use? Anything Bethesda could do would raise the question "Why didn't they use that against the other protagonists?". The sad thing is, the Enclave is a pretty good villain, but in Bethesda's hands they basically become post-apocalyptic nazi mad scientists with giant tank bases and robots, when they're... patriotic post-apocalyptic nazi mad scientists with death squads and mutants? I'm undermining my point here... The weird thing is that while the Brotherhood of Steel were protrayed as good knights by Bethesda, really the Enclave and the Brotherhood aren't that different in principle.

Well, enough with the rambling, I'm going to wait until they let Obsidian do a side-project thing like New Vegas.

Personally, I'd like it if we weren't dealing with a huge, aggressive group, but one guy who's just really good at manipulating people. Like Ulysses, but the primary villain.

Bonus points if he was controlling you all along and you only ever spoke to him ones briefly in a side quest before the big reveal.
