Oi
Do dwarves automatically replace their rotten clothing if there's available clothing in a stockpile? My broker is being a whiny princess about only having socks on him or something

If fresh clothes are available they'll go grab them, yes.  That depends on them being in a stockpile and not forbidden, and all the other accessibility requirements for picking things up.  Note that it can take them a while to get around to it sometimes, even if they're complaining about it.
