I keep idlers to exactly zero unless I think I will resume production in their industry within a season. (for example, metalworkers get some time off if the furnance operators are a tad behind on their steel quotas.)If I think it will take a while to restore production, I just re-enable hauling (always hauling to be done).

If I ever, Armok forbid, run out of hauling to do, I just start a new project. So for example first I got food and everything set up, then metal working to crank out crossbows and bolts etc. for the militia, then I built housing for everyone (above ground no less), and now am working on a temple to the god of war, fortresses, mountains, and volcanoes, which will be adorned with gem windows, slabs for my dead, offerings, two miniature mountains, and two little magma ponds.

The day my dwarves stand truly idle is the day I die.

In big forts (pop cap 200, reached or not), my idler population is usually a third of the totl pop.
In small forts (pop cap 1 to 20), my idler pop is around 0 because there is so much hauling to do  :(

i always feel like the less idlers i have the better job i am doing running the fortress. though now i am currently keeping a fleet of idlers around for build projects, or massive hauling jobs so my current fort fluxes between 50 to 0.

I like to have less than 10... anymore than that and I start looking for something for them to do.  I don't care for dedicated haulers... I also prefer to have only one dwarf per labor/ except for hauling, smelting etc... Everyone else gets drafted.
