Making goblins friendly?

I'm working on a personal mod with a custom playable civilization.  This civilization is supposed to be allied with the goblins.   I copied the ethics straight from the goblin entry but with current raws they are hostile towards all nations including the goblins. 

Is there anything i need to change in order to make them friendly?  something in the goblin's raws maybe?

entities with [Babysnatcher] are hostile to those without, regardless of ethics

if your civ is hostile to *everyone* it might be that the Creatures are unintelligent or can't speak

That worked thank you for the fast reply.   i added baby snatcher to the raws and while they are at peace i can't seem to get the two civs trading.  Can anyone see a solution to this?

So are they friendly but it says "No Trade" on the nearby entities tab of the embark screen?

Most likely one or both of the entities lacks:

   [COMMON_DOMESTIC_PACK]
   [COMMON_DOMESTIC_PULL]
