F*ck that noise, I'm out.  I have serious problems with a lot of things that they did from 4.

I am used to give options when I build my games, so that every character involve can use his skills and express his role. Moreover, Shadowrun is one of those games where a GM can hardly think of everything, so you can always come with actions I didn't expect, and that doesn't mean they're prohibited, I just adapt.

So basically yes, B&E will be useful. It is more dependant on the rest of the party than anything else.
