...actually, seeing as how it relies on the majority of people to decide on who exactly they intend to kill next, it is democracy in the most American sense of the word. :P

The ideal location for bounty is Freeport.

Garrison is a place where you can "turn the bandits in for bounty" if you mean "sell them into slavery." Presumably, there are Duke loyalists in the city in the form of minor nobles who would pay you, though; it's just a matter of finding them.

Should I be assuming that yes, you are going to "ally" with the witch?

If by 'ally', you mean 'use the intel she gives us to get into Garrison and kill the Baron, thn promptly turn her in for the bounty', then yes.

So later today, you will find yourself in the city. I'd do it now but I honestly don't feel like typing a lengthy update after having just done one.

Which is to say, I'm doing some profilecrafting, since you guys are going to meet the Agent, the Guard Captain, the Viscount, and a few other folk. Or at least, will have the opportunity to do so.

Fair warning: in this location, there are certain Plot Rails that will cause you to automatically lose at combat, although you'll have dice rolls to determine how many people you killed before consequences occur. There are other Rails around, too. Yes, these Rails can be avoided if you don't set them off, and even if you do set them off, some can be derailed by clever thinking.
