I'll say that yes, you can attempt a glamour that would induce feelings of goodwill, or something like that.

Also: for inter-party conflict, we can skip the whole "attack roll, defense roll" thing and just go with what would be fitting. Again, I'm trusting you guys to not let it get into a "I dodge!" "No you don't! I have X ability!" "Well I have Y!" elementary-school clusterfuck. When in doubt, go with the best thing for the story!

Uhm... well, how powerful would you assume a second-level fire/earth elemental mage would have? I'd offhand say "Enough to scare a civilian NPC who can make sparks, but not enough to DEATHSPLODE someone at your equal level in one spell, which is probably less helpful than I imagine.

Sure! If you really want me to think of acceptable magic descriptions, I'll get to thinking about it, but I can't promise to have a giant spell-list for everyone made anytime soon.

I'm gonna say that in general, I will assume that your character can perform any sort of low-level spells that fit the domains of the gods you follow or the class you have. There's not a specific spell list of "You can only cast this", I'd just ask that you think "Can a Level X caster reasonably do this thing I want to do?" If the answer is no, you can (and should) ask yourself "What can my Level X caster do that resembles what I want, or has similar effects?"
