I think from the rioting, yes. From what I can see and would comment, taking the valuables and corpses from the temple could be a good thing if used right, better than letting them collect dust for scavengers later after all.

I'd consider this a stellar chance to try to extol Mingan's religion though, personally. Time of great crisis, death everywhere, all temples ruined and the good temples particularly screwed up...

Yeah, the city took a mauling from the flooding and rioting. Mingan is not only okay with his followers looting his ruined temples for goods, but actively encourages it. Waste not, want not.

To be honest, I'm shocked y'all haven't casted something like Mass Feather Fall or something like that.
