I'll take the highest number available, probably 2 but maybe I'll get the 5. Who knows?

"Tile Shuffle"
When a player lands on this tile, the following events occur in this order:
1. Two filled tiles (ie ones with effects) switch effects.
2. A random filled tile is chosen.
3. Its effect is removed; a random empty tile (ie one without an effect) is given the same effect.
4. This tile's effect is copied to that tile.
5. The player who landed on this tile may choose a new effect for it if there is at least one empty tile elsewhere. If s/he does so, this effect is removed from this tile. If not, this tile becomes an empty tile.

Is this okay? It's actually not as complex as it looks, when you get past the legalesey stuff...
It's a bit busy for a single tile.  How about you pick a couple parts out and just use them?
How about this:

"Tile Shuffler"
When a player lands on this tile, three random filled tiles (ie ones with effects) are chosen. This tile is a candidate. Each one is randomly assigned to a random empty tile (ie ones without an effect), including the tiles they were removed from. Multiple effects can be assigned to the same tile.

oh, sorry toaster.

For current tile, Reversal winds. Your next roll sends you backwards instead of forwards.

I'll take whatevers left for me this turn and the tile becomes! The D4 of Destiny! one of four effects happen.

1. You lose a turn.
2. You jump to the top of the initiative board next turn.
3. You are forced to move 3 spaces next turn, no matter what roll you get.
4. You forfeit your ability to give a tile an ability next turn.

(Is this acceptable?)

All those are good.  Ranger, you should be a bit more specific on what number you want since there will still be two numbers left when it is your turn to pick.

3.

If 'activate' includes 'designate'...

Anything but 2 or 5, highest if possible.

Activate: RAGING Tile of RAGE: When you land on this square you enter a furious RAGE. You RAGE so hard that the next time you land on a tile with another player, you RAGEFIST them so RAGINGLY that they fly forward d6 tiles. Your RAGEFIST is so RAGEFUL that the recoil of RAGE sends you flying back d6 tiles, where you sit down and think about what you've done.

[The highest roll that will land me on an empty tile] Sloth Angel: name a number between 1 and 10. Then roll a 1d10. If the roll is higher than then number you named, then you skip a turn. Otherwise, you discard your next roll and move forward a random number of tiles between x and 2x, where x is the number you named. (so, if you called a 5 and rolled 3, you skip a turn; if you rolled 6, you move between 5 and 10 tiles). Moving in this way counts as 'assisted movement'.

Fun fact: the original name had something to do with demons and soul trades, but then I decided that blatantly referencing is better than subtly stealing. Thanks, GWG!

Ragnarok97071 jumps to Tile 7.  The tile activates and prepares to jump!  Since he didn't directly land on Tile 11, he does not get to apply a rule, despite it being blank.  At least nothing horrible happened to him, at least.

Javierpwn takes the big number, easily avoiding the curse of Sloth, and gets on out to Tile 22!  He puts down a nice pair of boots that you probably shouldn't put on.

Lawastooshort struggles against the EMP to Tile 19.  He goes Super Saiyan to fill the square with RAEG.

freeformschooler staggers backwards out of the goo to Tile 7 and joins Ragnarok in doing nothing.  Better than a bridge to the face.

GreatWyrmGold, as expected, only gets a two, putting him on Tile 25.  He puts down one of these puppies and cranks the dial up to eleven.

Dariush takes one single step forward to Tile 21.  He summons a Sloth Angel to cancel out the Sloth Demon.  Balance is restored.

RangerCado moves ahead two to Tile 15.  He catches an EMP to the face.

JackOSpades merely stands up, recovering from the bridge-related blunt force trauma.

The Jumping Tile does its thing, headed up to 11 while the empty 11 goes back to 7.

Turn 5 has begun!

Numbers numbers numbers!

1 2 2 3 3 5 6 8

Dariush:  I set up Sloth Angel assuming you meant the below change, since your example follows it (and it makes more sense:)

Sloth Angel: name a number between 1 and 10. Then roll a 1d10. If the roll is LOWER than then number you named, then you skip a turn.

I'll take eight or five whichever I can.

I will initiate THE SQUARE OF FECK: next turn the number of tiles you can move must be a four letter number that begins with F: otherwise you must remain on that tile until next turn, repeating to yourself "I am an eejit I am an eejit I am an eejit" ad infinextturn.

WTF, my initiative gets lower every turn. :-/ And yes, your fix is correct, Toaster.

[The highest numer that will land me on an empty tile. If impossible, the highest availible.] Actually, I just realized that since I am last, I cannot choose where I want to go. While trying to create an effect related to free will, I am stripped of it. Ah, delicious irony. :-/ Potion of free will: you move last next turn, but you can pick the direction and length of your movement (up to 6 tiles in either direction). EMP applies to moving forward. :D It is possible to stay still.

Also, I'd like to make a couple of effects for the next turns:

GOTTA GO FAST: if you move the largest number of tiles among the ones rolled that turn, choose one of the effects: 1) You move a random number of tiles between X and 2X, where X is your roll. Nothing special happens (except being EMP affected :D). 2) You move a number of tiles of your choosing between X and 2X, where X is your roll. You trigger two random tiles you passed, in additional to the one you land on. If you didn't move the largest number of tiles, you instead move backwards by the number you rolled. (thus, if the rolls were 1 1 1 2 2 3 5 5, you have to move 5 tiles in order to move forward. Any less and you'll move backwards.)

Deep shadows: for two turns, your movement is slowed by 2 tiles (to a minimum of 0), you cannot trigger any tile effects and cannot create new ones.

I'll take a 3.

Tile of Time: You are sent back in time a turn! Any tile placed the turn this is activated, does not affect you next turn as it never existed when you went on it.
