Of an economic city! Then TRADE WITH ALL THE PEOPLE.

Also, be really really nice to the strong military nations. I've found that a good way to win as economy is to ally yourself with one or several military powers and have such a trading fleet that you can buy any of their cities anytime you feel like, and then concert the final city. Let the other civs do the conquering for you!
