We only need a two-engine layout for naval bombing. Just load it up with torpedoes and such, and enough armour to withstand AA fire from smaller caliber guns (like our GVS-14).
The GVS-14 is actually quite a large gun, and surface ships can afford to mount much larger AA guns than that. And all that armour adds weight, which means less fuel and less fuel efficiency. On the other hand, I have yet to see evidence of an enemy naval aircraft other than their long range fighter, and if those things are out hunting the ocean then they aren't protecting their bombers...

Okay, What I chose and why.
A5 radar airship. Too much awesome to ignore.
A6 solid explosives, because they could revolutionise all of our ammunition.
A7 aviation engine, probably my biggest regret, I want to see the next wave of aircraft, but we are sort of rushing it at this point...
5 resistance machine gun: because our comrades are worth it.
12 and 16 the pods. Together they give us the beginning of an amazing new world of modularised aircraft. You could quickly easily convert the same aircraft into a rapid interceptor or a long-ranged escort. And later we could produce gun pods, micro-engine pods, rocket launcher pods, flame-thrower pods, camera pods, R.A.D.A.R. pods, radio pods, dummy pods, L.A.S.E.R. targeting pods, screaming pods. speaker pods, parachute pods... Suffice it to say that I see a certain amount of potential in developing a variable module socket for aircraft.

C B and C Cod artillery pieces: because this game inspired me to dig out Steel Panthers and over-sized artillery in unrealistic quantities has been making me happy.
G 78mm guns to support my idea, which is somewhat dubious due to a certain amount of engineering, but it really should just be welding the thing onto a pair of wheels. It should be the fastest way to get the guns to the front, but if this doesn't go through I might suggest a properly engineered wheeled gun later. I am hoping that between, what, 4? proposals, we will get a new tank gun to the front somehow...
H rebuilding our factories seems like a good idea for now, we don't want our production to get skewed because of stuff disappearing.
K proximity fuses sound cool. One hopes that they will help with our air woes. One wonders if an artillery shell with such a fuse would detonate at altitude... One further wonders if the same principal could be applied to naval guns...
L.1 Civilised camp for the collaboration and coercion of our Capian counterparts. Because I would love for this to turn into a propaganda tool, and it will be a good opportunity to revive my ethical proposal.
M propaganda seems somewhat aligned with my goals to win the people, not their lands.

Many others caught my eye, but, alas, we only have, umm, I have this irking feeling that we had our votes reduced, but I am saying that we only have 6, erm, a dozen votes to give!

They do detonate... for example three meters above ground, therefore being much more effective.

Or three metres away from the bridge, although that would be less useful if you were hoping to put a hole in their ship...

I began with 10ebbor10's list (thanks for that) and added all proposals after that. Aside from the K & L proposal, everything should be in order.
There was another 6?
@RAM: True, for armour piercing it isn't that good. However,against soft targets, air bursts are devastating because not only half the fragments are doing damage.

The ship's bridge probably counts as a soft target? We are not really fans of the sort of aristocratic types who find themselves on bridges, On the other hand, antipersonnel weapons when we have a vehicle to shoot at, but then again, sinking the ship that is keeping potentially thousands of folk on it from drowning when we could just leave a mess all over the controls...

True, it does. on the other hand, I'd rather use an AP shell so I can shoot at the whole ship than only damaging them on hitting the bridge.

Nadaka, if a partially completed proposal doesn't get voted on the next turn, does it lose all it's progress? Or is it safe to reintroduce it at a later turn without losing progress?

No. I suppose there are similarities, but I'm fairly certain angry birds doesn't let me charge into a battalion of knights with a car made of circular saws.

Just as a note for people, but I find it pretty strange that we're getting more support for a torpedo than for the sub that is supposed to use it.

Because, as said before, electric torpedos have a bit of a range problem, hence why they're so large(more battery power). Our current submarines can't fire electric torpedos, except from pointblank.
