I propose that rule 214 be changed so that the penalty of three be replaced with a penalty of ten percent of the player's money.

Updating! Currently on a touch screen slow device, so the inactive, starving players will probably be removed in a day or so instead of immediately because copying and stuff. All players lose money, one proposal added momentarily, and buildings built.

RAMs proposal is 347.

A few old proposals will get moved down shortly too.
