It is almost a complete waste to have commander variety given that you will never use most of them because you will always have to use the most important ones.

That's more a balance issue if/when true than anything. As R'lyeh I have found that every commander type has its uses and value. Some are more important for leading regular troops, or researching, or getting certain magic paths, or acting as communion slaves.

All troops have their uses, but how often do those uses come up and how often are you willing to use that use over another?

Or rather, how often are you willing to spread your advantages and disadvantages over having a tight strategy?

R'lyeh has a bit more leeway in that respect mostly because their commanders then to have specific roles. so they are one of the ones where this shows less, but it isn't absent.
