So admittedly, I just checked to see if the map works and it keeps crashing and saying "bad neighbor".  Any tips?

Moghopper was kind enough to relinquish his admin duties in favour of yours truly.
The game has been started, see if it works and report any unusual behaviour. Hopefully gman's problem will not persist in the actual game. Should it defy our combined will, though, we'll think of something else, restarting with unmodded map not excluding.

Ah got it.  Just in case anyone else has the same problem:

When you download the second file, rename it so that both files have the same name except for ".part2.rar" on the second file.
You basically just have to change a number on the second file in the name so that it matches with the first.

I feel kind of dense...where exactly is part 2? I followed the map/mod browser link to Latus (large) download link and I only saw a part 1 there.

It is, but switching the spawn points will make the game unbalanced. They were set in stone for a very specific reason.
