I Chose precise and compact for radar, High-velocity for the 80mm AA, and also 3 rocket engineers and 3 chemists
I1.1)Simplify the design by adapting the new 80mm AA gun. It should be capable of penning a 75mm at the same angle as the K-1's front plate at 100 yards, and design a muzzle brake for it for reducing recoil.
II19)KTT-1 standard 2-ton truck. A truck/halftrack capable of hauling large amounts of supplies(and/or troops) at a reasonable speed. A special feature of this design is a removable large-capacity modular refueling tank for servicing our vehicles. Because it is not meant to be in combat(as it will be in the supply train behind the combat forces), it won't be armored to save weight. Simplify the engineering as much as possible by basing it on our earlier Cricket armored cars(with the new 400kw fdiesel of course)
III4)Iterate our sonar. The Mk-1 has served us well, but we need to think about improving our detection ranges. I propose either a two-stage or multi-frequency sonar that sends out low-frequency waves for long range detection and high frequency waves for localizing and targeting. A slightly lower priority would be reducing weight if possible

A.1)I prefer the name YR-2 Stormfront myself for the fighter
E)Build several dedicated factories to make Hammers as well as ramping up K-1 production even more. In fact, spool down Badger production to free up the manpower for this(or retool those factories for this, whichever works better). We have enough Badgers to last us quite a while
F)If they get designed this year, IMMEDIATELY get factories going for the KTT-1. Logistics people, logistics!
G)Build dedicated rail lines between our materials sources and our factories to increase supply capacity. Start building rail lines to our towns closest to the frontiers of Capia in preparation to transporting a large number of troops, armor, guns, and supplies for the attack.

I'm assuming production votes aren't limited, so I vote for B, C, D

Edit: D'oh!

Okay, now mounting my non-design proposals here:

Engineers: Two Aviation engineers, Two Heavy metal engineers, Two Rifle engineers.

Proposal H: Request a new factory to start manufacture of the infantry radios. The faster we can equip the army with them, the better.
Proposal I: Request a new factory to be built, dedicated to the production of our new air superiority fighter. This should help boost the number of aircraft the theatre needs.
Proposal J: Request that four more armour factories to be built, two light, two heavy. Not only would this boost our armour production to meet the demands of the army, in the event one factory gets bombed our production capability won't be completely crippled.
Proposal K: Request a system of technical schools in order to boost the rate at which new workers are trained, along with increasing the quality of them. This should help up our production capability.
Proposal L: Continue expanding the university to provide more engineers to the cause.

5 (UR Vote#2)
Experiment with helicopter technology, try to make small, light unarmed helicopter that can land on Glorious cruisers.
Use our older and well tested aviation engine design used on Zephyrs to reduce overall weight

PS ( i think industrial proposal limits is required :(, three posts and we are at L)

Design Proposals:

6) 94mm Dedicated AA gun Codename: ‘Whiplash’:
Target specifications:
Max range: 19,000m horizontal with a 15,240m ceiling
Muzzle velocity: 1067m/s
Rate of fire target: 12 rounds per minute at least
Traverse: 360 degrees
Elevation: -10 - +85
Carriage: Mobile and Static
Shell: Depends
Crew: as low as possible without sacrificing efficiency or RPM.
Weight: As low as possible without sacrificing anything.
Length: 5m
Barrel Length: 4.8m

Special features of design:

Fit it with a 114.3mm barrel lined down to 94mm, and using the 114.3mm size cartridge. Change the barrel to have graduated rifling: the rifling groove depth should decrease to zero over the last five calibres of the barrel before the muzzle. This should smooth the two driving bands of a new design shell giving reduced air resistance and hence better ballistic performance, and causing far less barrel wear.

Linked technology:
1.   An advanced AA predictor and AA sights.
2.   Various fuses for different ceilings

7) 88mm Howitzer Specification Codename: ‘LRA-88’ <- This one (formerlly number 24), i think, did get voted through last time. If that gets carried forward, disregard this
Weight: As low as possible without sacrificing anything
Length: 4.6m
Barrel Length: 4m
Width: 2.2m
Height: 1.2m
Crew: As low as possible without sacrificing efficiency and RPM
Shells: High explosive, Anti-Tank and Smoke.
Shell Weight: Depends
Breech: Horizontal semi-automatic sliding block
Recoil Compensation: Hydro-Pneumatic
Elevation: -10 to 70 degrees
Traverse: 360 degree
Carriage: Mobile and Static
Rate of fire: As high as possible, preferably over 10 RPM.
Muzzle velocity: As high as possible without increasing part wear.
Max Range: As high as possible.
Sights: Calibrating and reciprocating; artillery sights and predictors

8. 120mm Howitzer Specification Codename: ‘LRA-120’
Weight: As Low as possible without sacrificing anything
Length: 6m (with limber)
Barrel Length: 4m
Width: 2m
Height: 2m
Crew: As low as possible without sacrificing anything
Breech:  Horizontal semi-automatic sliding block\
Recoil: Hydro-pneumatic
Carriage: Split Trail
Elevation: -10 to 70 degrees
Traverse: 50 degrees
Rate of Fire: As high as possible, preferably over 10 RPM.
Max Range: As far as possible.
Sights: Advanced Artillery sights, calibrators and predictors.

9) 60mm Recoilless rifle aka 'Regicide'
Weight: As low as possible
Length: 2m
Crew: 2 (1 gunner, 1 tripod carrier/loader)
Muzzle velocity: As high as possible and is effective.
Effective range: As high as possible.
Maximum range: As high as possible.
Sights: Telescopic sights + short range ring sights.
Hopefully can be fired from the shoulder, as well as on a lightweight tripod.

That 160mm SPG looks great. My 'Slapper' and 'Thumper' are un-needed.

the 88mm Howitzer can be used on the armoured car as a light SPG.

And the 94mm AA gun is needed to support our hydras and 40mm AA guns to protect our towns, cities and complexes, on top of the 80mm AA. Best to have a variation.

Plus the recoilless rifle would be great for paratroopers and infantry AT roles. Better than our current ones if done right.

Proposal M: Double number of all factories. We need more production. We need huge amounts of small arms and several hundred vehicles per year produced.

10 Shark dive bomber (UR vote#3)
Aircaraft designed to operate in clear skies, quite slow, one engined dive bomber armed with one built in 40mm gun (20 shells), one 14mm machinegun  and bomb mountings (yep, no machinegun). Designed to obliterate light fortifications, enemy armor and ships with dive attacks
Should use those 20 additional engineers to design it (+ our own of cause) and 200 workers to produce initial run

N. Should shark dive bombers get designed, petition a factory for them using workforce left after the destruction of the Wolverine factory

Edit: missed Khan's post, renumbering

Just noticed, someone should really do something about that flaw in our submarine. It makes us easier to detect via sonar.

6 engineer specialities: Optical, automation, ergonomic, social, explosives, explosives. We need someone specialising in optical matters, we will want better sights and clearer visibility. We don't currently have any specialists, and almost everything we have is some sort of automatic weapon. Ergonomic concerns are an issue and one of these could be a real boon. We should have someone keeping an eye on the social effects of our designs, from civilian applications to being viewed as too impersonal can all have profound impacts on military activities. We are still using gunpowder bullets as far as RAM knows, this should be addressed.
R.A.D.A.R. (2): compact, long range. If we could mount these on airships *drools*...
80mm A.A. (1):high velocity. Range and bullet time are vital to an A.A. gun, and penetration for turning it into an A.T. gun would be helpful. RAM is strenuously opposed to the calibre of the new AT gun and views it as a completely impractical use of resources. Even if it was already designed, fielding a gun that powerful is expensive and utterly unnecessary. A retooled 80mm high-power A.A. gun would quickly and easily fill the role when the HVG-40 loses its potency.

I11: Design a twin-engined biplane using the new 1200kw engine and wings angled back to increase their wind-speed tolerance.
House a covered cockpit with 2 seats, one forward-facing and one rear-facing with a focus on ground visibility while diving or turning.
Attempt to include a fuel capacity sufficient for 2 hours of flight.
Attempt to include mosin-nagant-resistant armour shielding the fuel, pilots, and engines from ground-fire while diving.
Arm it with two, wide-spaced GVS-14 machine guns in front of the pilot, a single GVS-14 in a rear-gunner position, and a single jettisonable HVG-40 centrally-mounted under the armour.
Name it the Patriotic Zest 1a.

II12: Design a surface ship a speed of at least 45 kph, at least 1500 kilometres range, and torpedo-resistant armour.
Arm it with 2 320mm turrets with an attempt made to extend the range and share aiming information.
Also arm it with 3 triple HVG-40 turrets along with a dozen GVS-14 mounts for air defence.
 Include a reconnaissance balloon dock.
Name it the Valiant Liberator 1a.

(I'm stealing your subscripts RAM, only changing it to superscripts!) V12.1)Glorious refit instead of new cruisers. Remove the very heavy, outdated steam turbines and replace with 10 of the new maritime engines. Remove all 80mms, replace all 8 40mms with 4 open-mount twin HVG-40 turrets, as well as 4 Hydra turrets, and 8 GVS-14s. move the 160mms to the sides, and mount two 320mm turrets, as well as a sonar installation(and if the tech permits, a radar unit as well),while removing the mines and mine-laying equipment.

Oh, one more thing, here's something we can do with our excess hydra turrets:

O) Set up hydra turret emplacements around our critical factory/shipyard complexes for that much more AA protection

AA - High velocity.
Radar - Precise, compact.

13, Begin an upgrade on the RPG, priority on increased damage to allow reliable penetration of medium armor with 1 hit and multiple hits to
penetrate heavy armor.
Secondary priority on range and accuracy.

14, Begin an upgrade on the assault rifle, priority on rate of fire and bullet velocity, secondary prioloty on accuracy and recoil reduction.

15, Devote 1-2 electronic engineers to begin work on designing an electronic guidance system for rocket/missile related weaponry. Through thermal lock or laser targeting if possible.

Voting to come later.
